Answer

Yes you can if your goal is not to lose weight. If you ride a bike (let’s say 50-100 km) your body will need an energy during a ride, especially fast carbs, so your body can top up your energy level as fast as possivle, so stuff high in sugar is perfect for this: snickers bar, dried fruit, banana - that’s what I eat during my rides (especially 60 km+). And after a long rides something like pizza or burger is perfectly ok. You don’t do long rides every day, so pizza once a week will not do much harm for you.
100 miles a week is not so much actually. If you do this at one ride then read above, if it is something like 4x25 miles then actually you don’t need any snack, just take some water. And you will need to add extra meal that day, something like pasta or protein/carb coctail, can be pizza also, but pizza 4 times a week will be too much lol

Answer

Everything in moderation.

Excess in sugar will impact your insulin levels which can have an impact on your arteries. There is an increased risk of other food related diseases with to much sugar and junk. So you don’t want to go crazy.

Now if your talking after dinner I want to treat myself to a normal serving size treat go for it as long as the rest of your diet and physical activity is balances and you are still getting the nutrients you need.
