It’s your calories. (Unless there’s a medical reason, but most likely your calories.)
So address what you’re eating, get good sleep, and work on any major stress issues, and you should start seeing results.
As for the amount of calories, run a tdee calculator like https://tdeecalculator.net and aim to eat under your resting/maintenance number. Having us guess the right number of calories isn’t helpful to you, especially without your stats.
