On FDA site it is stated that “DVs are the recommended amounts of nutrients to consume or not to exceed each day“, while I am having a hard time finding the definition of “exceed” (101% DV?). Is there any FDA published documentation that define what is an exceeded amount of DV? Or reference guide of safe dosage for each nutrition type?

I think you want upper limits. Most RDA’s it’s not a huge deal to exceed, others it can be a big deal. Macros it’s pretty close to totally irrelevant as they are based on a typical diet, if you blow through fat RDA but they are all PUFA and MUFA not a big deal.

Biggest difference AFAIK is fast soluble vitamins vs water soluble, the latter being excreted by the kidneys, excess of the former is stored as so can become toxic.
There are limits to this if course but generally explains some vitamins being high in supplements. Some of them can be effective at higher doses.
I’m not based in USA, we have RDIs (recommended daily intakes) and they are set two standard deviations above the AI (adequate intake) which is set by measuring the median intake of apparently healthy people with no signs of deficiency symptoms.
Some minerals and the fat soluble vitamins have safe upper limits (UL) which is set at 2 standard deviations below the highest dose that apparently healthy people will consume without any evidence of hypervitaminosis or other symptoms of excess intake.
I suspect the US system is based on the same type of maths.
