This is totally anecdotal so take it with a grain of salt.
My cousin is diabetic. Has had to take medication and insulin most of her life. Started doing IF after I told her about it. Within 6 months her blood tests showed almost non-diabetic levels and didn’t need to take her medication or insulin anymore.
Like I said it’s anecdotal but fascinating.
Has she asked you for your advice or specifically stated that she wants to lose weight? If the answer to those questions is no then I’d not mention it at all. If she asks what you’re doing or shows interest then I’d tell her about it.

Also, has she told you that’s what she “desperately desires” or is that your thoughts about how she feels? That was once said about me “desperate to lose weight” by a family member and I was shocked because I was fine at the time with my weight (even though I was obese).
I’ve been on IF for years. Lower carb, lower sugars, high protein. Fast till noon, have just water and coffee in morning. Keep calories at specific level, MyFitnessPal works great. She can do it. Family support real important.
I’m T1D so IF hits me just right given my gastroparesis. I’ve always had a solid A1C and been T1D for more than 20 years. For ME with my health factors, IF has been a life saver. Your situation will be different entirely but I do want you to know that if your health factors line up with the necessary factors for IF + diabetes to be a success, there’s deff a chance for you. Speak with your endo and connect with others in your specific situation and see what their results are.
