Sugar is far, far worse.
Sodium has an effect on blood pressure for some people, though it’s not a big effect - about 7 systolic/4 diastolic Iirc.
Sugar leads to insulin resistance which is bad in general and leads to worse high blood pressure.
I have read that sugar is in fact worse than salt for raising our blood pressure levels and heart disease risk. That is why I am following a no-added sugar diet now, only eating food with natural sugars in them. But of course you have to limit your sodium intake as well.
You can’t really have a “one wins” answer. that’s nutrition for ya. Sodium is good. Neurological, muscular, and uh basically everything in your physiology relies on the delicate balance of sodium intake. And without glucose, we would die. Cells would not be able to do much. You need sugar. You need sodium. Are we dealing with diseases like diabetes? This question is a little too broad. Overall, it just depends on the body chemistry of the individual, what their activity level is, age/genetics etc.
Sugar has calories. Sodium, unless you have a pre-existing condition, is fine for you, and has no calories. On paper if you have to “choose” go w sodium. That being said if you’re eating it in the form of potato chips, then you are doing nothing for your health
