Answer

Yes but also no. Humans should not eat any meat that’s been processed for dogs. The safety standards for consumption are much lower. But yes people could eat duck mince if it were processed to the appropriate standard

Answer

It’s going to be really crappy duck meat, like probably ground up bone and anus and whatever but you probably won’t die from eating it I guess

However it’s not going to be rated as safe foodstuffs for humans and I personally wouldn’t, and am advising you not to also.

You’re going to make me say it.

… don’t eat dog food, Hanno.

Answer

It is meat from ducks which did not go through agricultural safety inspection, or was nott prepared in a manner which allows it to be fit for human consumption.

In the US, there are areas with trucks that pick up roadkill cattle, on the open range, to be turned into animal feed.

I would not consume meat prepared for dogs, which have stronger digestive systems than ours, without a serious need.
